Is this ‘immaculate Iran Air Force Agusta AB-212 VIP’ a reversed engineered helicopter or one purchased through known channels?

Correction: Only the engines were made in Canada the rest is all HESA. Iranian rotary wing aviation is far advanced than most think. IRIAA, IRIAF, IRIN, Coast Guard, Border Gendarme, Emergency Services, Medic-air and the police fly over 1000 choppers. BTW, Tehran police air wing is larger than the rotary aviation of most small countries in Asia, Latin America and Africa.
