U.S. Treasury department on 21MAY15 stated  Mahan Air had a "blockable interest" in this plane, meaning it could be subject to an asset freeze, raising the possibility that Washington may attempt to have it seized at airports outside Iran. Iran's aviation authority stated on 08JUN15 the country would take legal action if Washington tries to stop newly acquired Iranian passenger planes flying international routes.

Should this follow the example of EP-MMH and EP-MMR, aircraft expected to commence flying international routes from Tehran - Imam Khomeini Airport (IKA).

Inaugural F-16 fighter plane built for Iraq crashes in Arizona

According to F-16.net on 25JUN15:
An Iraqi F-16 assigned to the 162nd Wing, Arizona ANG, crashed sometime around 20.00h today, five miles east of Douglas Municipal Airport, while partaking in a night training mission. The Iraqi pilot was killed in this mishap.
The crash of the F-16 occurred near Douglas close to the border between Arizona and New Mexico. The jet was the inaugural F-16D block 52 #1601 (RB-01) for the Iraq Air Force which first took flight on May 2nd, 2014.

The Iraq government ordered 36 F-16s and while delivery of them is on hold, the pilots who will fly them have been learning the ropes of the aircraft with the 162nd FW since 2012.

Loss of the inaugural IqAF F-16 and its pilot represent another setback to the Iraqi Air Force, which had expressed the expectation of a much delayed deployment to Iraq on 21JUL15 for war against ISIL.

Zarif, Kerry to Attend Iran Nuclear Talks in Vienna

Iranian Foreign Minister Javad Zarif will travel to Vienna on Saturday to join Secretary of State John Kerry and other top diplomats from P5+1 countries to attempt to reach a comprehensive nuclear deal before the 30 June deadline.

Kerry said on Wednesday that if the Iranians will not carry out the full measure of what was agreed on in Lausanne in April, there won’t be a final agreement. Kerry’s remarks came hours after Iran’s Supreme Leader Ayatollah Ali Khamenei in a nationally televised address stated major red lines in nuclear negotiations that appear to be in breach of the Lausanne agreement.
 

Khamenei’s Major Red Lines in Nuclear Negotiations

The official Twitter account of Iranian Supreme Leader Ayatollah Ali Khamenei today posted what it termed as Iran’s major red lines in nuclear negotiations. The seven items listed as red lines cover three basic areas: sanctions relief; sunset provisions for uranium enrichment as well as R&D; and access for inspectors.

The red lines appear to be in breach of the framework agreement announced in Lausanne in April by the Iranian Foreign Minister Javad Zarif and EU foreign policy chief Federica Moghirini.

U.S.-sanctioned Mahan Air jetliners operate regular flights to Europe

Amateur imagery has been posted from Athens International Airport (see below), depicting Mahan Air Airbus A340-642 aircraft registrations EP-MMH and EP-MMR operating regularly scheduled Flight W558 (IKA to ATH), and Flight W559 (ATH to IKA).

U.S. Treasury department on 21MAY15 stated  Mahan Air had a "blockable interest" in the planes, meaning they could be subject to an asset freeze, raising the possibility that Washington may attempt to have them seized at airports outside Iran.

Iran is currently flying regular routes with these sanctioned aircraft, to destinations Dubai, Ankara and Athens. Iran's aviation authority stated on 08JUN15 the country would take legal action if Washington tries to stop newly acquired Iranian passenger planes flying international routes.

Khamenei Restate Nuclear Redlines

Majlis Codifies Red Lines
Iran’s Supreme Leader Ayatollah Ali Khamenei today restated his red lines for a nuclear deal with world powers after discord surfaced inside Iran between the government and lawmakers. Earlier in the day, the Majlis had passed a nuclear bill despite strong objections from Rouhani’s government. The bill passed Khamenei’s red lines into law, even after Rouhani’s vice president told lawmakers before the vote that the legislature could complicate negotiations just one week before the 30 June deadline for a final agreement.

Ayatollah Khamenei insisted that sanctions should be lifted as Iran begins the implementation of its commitments under a final agreement, and not after the IAEA certifies that Iran was indeed in compliance. Khamenei said he would not trust IAEA, because the agency is neither independent nor fair.

Khamenei also restated his objection for any inspections of military sites suspected of carrying out nuclear weapons-related work. IAEA has insisted that it needs to complete its inspection of possible military dimension to the country’s nuclear program, which would include an inspection of Parchin military base. Iran’s acceptance of IAEA’s Additional Protocol, which would facilitate such inspections, was part of the Lausanne framework agreement announced in April by EU foreign policy chief Federica Mogherini and Iranian Foreign Minister Javad Zarif.

Khameni also added a new redline today. He said he would not accept 10 or 12-year limitations on uranium enrichment, a central part of the Lausanne framework agreement.

"Unlike the insistence from the Americans, we do not accept long-term limitations of 10, 12 years. And we told them how many years of limitations we are ready to accept," Khamenei said. (IRNA, 23 June)

Comment: With exactly one week left to the 30 June deadline for a final agreement, Ayatollah Khamenei’s comments and Majlis' action today undercut the framework agreement already reached in Lausanne and announced by Zarif and Moghirini on 2 April. Khamenei wants all sanctions be lifted before IAEA inspectors verify Iranian compliance with dismantling part of the country’s nuclear infrastructure. He would not allow IAEA, irrespective of IAEA’s Additional Protocol, to inspect suspected sites, such as Parchin. The Lausanne framework agreement also stipulates a ten-year freeze on 20% enrichment, something Khamenei now appeared to be opposed to. Probably the negotiating partner in the nuclear talks should be Khamenei, and not Zarif. At least we will find out if there is a chance to cut a nuclear deal with Iran. Extending the deadline will not resolve the problem, it only creates a JPOA Forever!

Two Mahan Air A346 planes now flying international routes, defying U.S. sanctions

Two Mahan Air aircraft obtained 08MAY15 with Iraqi assistance are now flying international routes, in defiance of U.S. sanctions related to the airline's past IRGC-related logistical activities in support of Syrian Arab Republic, Lebanese Hezbollah, MODAFL and ICAO. The two aircraft are:

- Mahan Air Airbus A340-642, reg. EP-MMR (cn 416)

International flights for these U.S.-sanctioned aircraft now include the following destinations:

Iran Navy ‘35th Fleet’ dispatched to Gulf of Aden

According to Press TV on 22JUN15:
The 35th flotilla of the Iranian Navy has set off for high seas to safeguard naval routes for the country’s vessels operating in the region.
The flotilla, consisting of Bandar Abbas auxiliary ship and Alvand destroyer, left the country on Monday after the 34th fleet completed its mission and returned home.
The 34th flotilla, which comprises the Bushehr logistic vessel and Alborz destroyer, had left Iran's southern port city of Bandar Abbas for the Gulf of Aden and the Bab al-Mandab Strait on April 8.
COMMENTARY: The Iran Navy 35th Fleet consists of the following two vessels:

- IRINS Alvand (ex-Saam) (71) Alvand class (Vosper Mk5 type) frigate (FFG)

- IRINS Bandar Abbas (421) Bandar Abbas class light replenishment ship (AORLH)

The 35th Fleet-- like the 34th Fleet it replaces-- consist of naval vessels of the Alvand and Bandar Abbas class.

Badr Chairman al-Amiri: ‘We Expect More from Americans’

Hadi al-Amiri, the chairman of Badr Organization, Iraq’s largest Shia militia group, told NBC News on Monday that in the fight to recapture Ramadi, he expects more from the Americans. The U.S. has conducted more than 50 airstrikes against ISIL positions in Ramadi since they captured the town last month, but Amiri said those strikes were not “very effective.”

“America is not and never has been my enemy,” Amiri told NBC. The U.S. airstrikes “could be very important,” and U.S. trainers would help the Iraqi army. Earlier, Amiri had hosted U.S. ambassador to Iraq, Stuart Jones, at his house in Baghdad.

Amiri added that the Popular Mobilization Forces (PMF), the umbrella organizations of predominantly Shia militias, is capable of retaking Ramadi in weeks, not months. “We stopped ISIL when they were 12 to 15 miles from Baghdad,” Amiri said. Taking Fallujah, however, should have priority, Amiri added.

Iranian Parliament Bans IAEA "At Will" Access to Military Sites

The Iranian parliament, Majlis, today voted to ban IAEA inspectors from accessing military installations suspected of nuclear weapons-related work “at will.” The bill was approved by a vote of 199-14. The bill must now be ratified by the Guardian Council.

The bone of contention is the inclusion of IAEA’s so-called Additional Protocol in JCPOA, the final nuclear deal. The additional protocol would require Iran to allow inspectors access to installations suspected of being a “non-declared” nuclear site, including such installations within a military base, like Parchin. But today's action by the Majlis would not allow access on the basis of “anywhere, anytime.” The Majlis did not address the issue of arbitration if Iran refuses an IAEA request for inspection of a suspected site.

The bill might become a stumbling block on the way to signing the final nuclear deal between Iran and major world powers, the Russian broadcaster RT reported today.

Car Bombs Hit Sanaa after UN Peace Talks End in Failure

Deadly car bomb hit the Yemeni capital of Sanaa on Saturday after peace talks in Geneva ended without agreement. Today’s explosion went off outside the Kobbat al-Mahdi Shia Mosques after the midday prayers. The Islamic State (ISIL) claimed responsibility for the attack, saying in its Twitter account that the bomb targeted Huthi militia, whose fighters attend the mosque. On Wednesday, ISIL had claimed responsibility for four car bombs the detonated near Shia mosques and outside Ansar Allah headquarters in Sanaa.

Meanwhile, Saudi Arabian Foreign Minister Adel al-Jubair told the Russian broadcaster RT that the Saudi-led coalition would go ahead with its military operations against the Huthis. He made the comments after UN-brokered peace talks failed.

“The Kingdom and its allies are committed to defending legitimacy in Yemen and stopping the militia allied with Iran and the [Lebanese] Hezbollah from controlling Yemen,” al-Jubair said. (RT, 20 June)

Deputy -Level Nuclear Talks Continue in Vienna

No Significant Progress Reported
Iranian deputy foreign ministers Abbas Araqchi and Majid Ravanchi continued their talks with their EU counterpart Helga Schmidt in Vienna. However, there were no reports of progress so far. Iranian Foreign Minister Javad Zarif is to arrive in Vienna on Monday to lead the Iranian negotiating team in the days remaining before the 30 June deadline.

The sequence of sanctions relief and the IAEA inspections of all suspected nuclear sites, including Parchin military base, apparently remain unresolved. On sanctions, the U.S. and the P5+1 want to lift sanctions only after Iran has complied with its commitments under a final agreement, JCPOA. Iran wants the sanctions lifted on the day JCPOA is signed.
On inspections, Iran is saying that inspection of military bases, like Parchin, will not be permitted. Deputy Chief of Staff of the Iranian Armed Forces Gen. Massoud Jazayeri announced last week that such inspections, even if covered under the IAEA’s Additional Protocol (AP). Iranian negotiating team has agreed that Iran would sign AP as part of a final deal.

It seems unlikely the two sides could strike the final deal before the deadline and once again the talks could go into overtime.

A ‘support our troops’ effect in Tehran, Iran

The account of the divers appears to resonate with a cross-spectrum of Iranian society, given the cruelty of Baath regime during the Iran-Iraq War and the current cruelty witnessed in the region at the hands of ISIL.

This turnout also serves to further validate what observers inside and outside of Iran have described as a now prevailing, popular support for Iranian military assistance provided to Syria and Iraq. This support is now being expressed openly by Reformists (see HERE).

To put this American terms, the "Support our Troops" movement so prevailing since 9/11 may be instructive in understanding such a sociopolitical shift, especially when compared to the American era of the latter Vietnam War and its aftermath.

Such a large, united response prompted Supreme Leader Ayatollah Khamenei to characterize the event as “one of the most memorable events of the revolution.”

Russia, Saudi Arabia Sign Agreements on Oil, Nuclear Power, Military and Space Program

Russian President Vladimir Putin today met with Saudi Arabia’s Deputy Crown Prince and Defense Minister Mohammad bin Salman on the sidelines of St Petersburg International Economic Forum. Russian state news agency reported that Russia and Saudi Arabia signed cooperation agreements on oil, nuclear power, military and space program. Saudi Oil Minster Ali Naimi was also present in the meeting. Russian Presidency announced that Saudi King Salman will visit Moscow at a date to be determined, and President Putin will visit Riyadh.

Iraqi Prime Minister, Army Chief of Staff and PMF leader in Tehran

Iraqi prime minister delegation arrived at Tehran -Mehrabad International Airport on 17JUN15 at 07:55 hrs. They would depart for Baghdad International Airport same day, at 17:44 hrs.

Aircraft is Iraqi Airways Being 737-81Z, reg. YI-ASF (cn 40105), a recent construction delivered to Iraq on 17DEC13.

Iraqi Prime Minister Haider al-Abadi reviews Iranian honor guard, with Iranian First Vice President Eshaq Jahangiri. Ground transport for the prime minister appears to be late model Mercedes-Benz S-class.

Iraqi Prime Minister Haider al-Abadi meets with Iran Navy Rear Admiral Ali Shamkhani, secretary of the Supreme National Security Council of Iran. It should be noted Shamkhani held a previous post as IRGC-N commander.

The Iraqi prime minister appears much more cordial with his hosts then on his previous visit to Tehran, which took place not long after he was selected for his post based primarily on American preferences at the time.

The Iraqi prime minister's visit came the same day that USSECDEF Ash Carter told a congressional hearing the United States called for a "greater commitment" from Iraq's government in the fight against ISIL, as it lamented Baghdad's failure to deliver enough soldiers for training and underscored the need to empower Sunni tribesmen.

Meanwhile, Iraq’s Speaker of Parliament Salim al-Jabouri is in the United States to rally military support for Sunni forces, seeking assistance with arming a Sunni force to include up to 10,000 recruits from local tribes and other groups.

Iraqi Prime Minister Haider al-Abadi gestures approvingly towards Iraqi Deputy Chairman of Popular Mobilization Committee Abu Mahdi al-Muhandis, as the latter shakes hands with Iranian Presdient Hassan Rouhani.

Abu Mahdi al-Muhandis is a PMF field commander and former Kata'ib Hezbollah commander, more recently participating in the Second Battle of Tikrit. He remains designated a terrorist by USG for armed resistance activities directed against the preceding U.S. military occupation, and before that was assisted by IRGC in efforts targeting the Baath regime of Saddam Hussein.

Abadi in Tehran

Khameni Blames Foreigners for Iraqi Conflict
Iraqi Prime Minister Haider al-Abadi visited Tehran today and met with Iran’s supreme leader Ayatollah Ali Khamenei.

The Iranian leader blamed foreigners for the conflict in Iraq, saying Western intelligence agencies wanted to destroy the pillars of Iraq’s political and national unity.

“One should vigilantly and carefully stand against (Western intelligence agencies) plot and divisive attempt and not allow the unity among the Shia and Sunni and Kurd and Arab to be damaged,” Khamenei told al-Abadi. (Press TV, 17 June)

“The Americans on the one hand are seeking to plunder Iraq’s wealth as they o in some other countries in the region and on the other hand impose their demands [on Iraq] as before. However, one should not allow this objective to be realized,” Khamenei added.

Blaming foreigners for national disasters, like what’s happening in Iraq, has been the norm in the region, a convenient way to explain away internal problems. Khamenei’s comments today on Iraq, however, raise that practice to new heights.
