It appears to be not a ballistic missile but an Air-to Surface Missile with a Laser Guidance Unit.
DeleteSecond version is the same missile launched from the ground using an additional booster, in this case it is a Surface-to Surface Short Range Missile with terminal laser guidance. Possible chinese tecnology.
True. Bina which is pictured here is a laser-guided SAM/SSM.
