The Rouhani administration needs an estimated $400 billion to complete various development projects across the country.

There are a reported 2,906 such projects nearly finished across Iran according to Iran's Vice President for planning and strategic supervision Mohammed-Baqer Nobakht.

He was quoted saying that, "We will allocate the lions share of the national development budget to completing the projects which are done by over 80 percent."

Mr. Nobakht elaborated by saying that the government is undergoing plans to complete 184 of these projects which are over 80% complete followed by an additional 62 projects which are 20-80% complete within the course of the next Iranian year.

Since Iran's current President Hassan Rouhani took office in August 2013 not a single project has been started. (Tehran Times, June 16)

  1. I believe these refer to nationally funded construction efforts, such as Mehr public housing developments.

There is open source evidence available indicating completion of Mehr developments under the Rouhani administration, as well as privately funded construction site efforts being initiated during his term of presidency.
